Additional chief judicial magistrate (Esplanade court) V R Patil granted relief to Bilal Ahmad Teli, a resident of Mangalore. A detailed order was not yet available.

Teli was arrested after it came to light that he had been conducting reconnaissance activities within Indian Institute of Technology Bombay, police alleged.

He had been staying at different hostels from June 2 to June 7, and again from June 10 to June 19, falsely claiming to be a student, they claimed.

The accused denied the allegations. He also contended that he was not informed about the grounds of arrest and his rights, hence the arrest was illegal.

He suffered from a learning disability and is not capable of committing such a crime, he further argued.
