"The court has made it very clear whether the Speaker's order was constitutional or unconstitutional," he said.

The Labour Minister, however, declined to comment on Governor H R Bhardwaj's report to the Centre recommending imposition of President's rule in the state, saying he had not seen the report.

The Supreme Court had on May 13 quashed the disqualification of 16 MLAs - 11 BJP and 5 Independents - ahead of the controversial October 2010 trust vote, observing that the Speaker had acted in "hot haste" to favour Chief Minister B S Yeddyurappa.
