The Kolar Urban Development Authority (Kuda) recently took a decision to develop sites in partnership with farmers around the town.
A proposal to develop layouts by getting land from farmers around the town was tabled in the meeting. All the members approved this proposal.
Chairing over the meeting, Kuda chairman V Venkatamuniyappa said, “People believe in sites developed by BDA. Layouts can be built in association with farmers as the demand for sites is more.”
He said Kuda will bear the cost of development of the sites if farmers give up their land. “They don’t have to spend even a rupee. All basic facilities like water, road and electricity will be provided to the layouts. The farmers, who give up their land for the construction of the layouts, will be given 50 per cent of the sites. The rest of the sites will be sold by the Kuda,” he said.
Assistant Commissioner C N Manjunath said about 1,416 sites belonging to Kuda at Tamaka Layout are not yet sold.
The price of one square foot of site here costs Rs 800 in the market. The money collected by selling these sites will be used to provide basic facilities and new layout formation, he added.
The meeting decided to develop Tamaka Layout on the outskirts of the town by providing basic facilities.
Venkatamuniyappa said basic facilities have not been provided to the layout though it was constructed 25 years ago. “This is a big asset of the authority. But the previous management boards of Kuda have not taken interest in this regard,” he claimed.
Tamaka Layout is spread over an area of 121.3 acres with 1,416 sites. The area houses the SP’s office and a medical college. People are taking interest to buy sites there. But the transformer, electricity wires and poles have been stolen in the area, he added.
The first, second and third stages of the layout will be provided electricity connection at a cost of Rs 3.08 crore.
Ten per cent of this amount - Rs 15 lakh - has already been paid to Bescom as maintenance cost. The money collected after selling the sites in the layout can be used to pay the rest of the amount, he added.
The members said the work should be completed in association with Bescom and by inviting tenders for laying electricity wires and erecting poles. They also sought cement or asphalted road and a new pipeline system for water supply in the layout.
Water supply
The State government has issued an order to provide sites for 51 policemen who took part in the operation against forest brigand Veerappan at Tamaka layout. Sites have been given to 20 policemen already and 70 houses have come up here, Venkatamuniyappa said.
The members said 15 tankers of water is being supplied to the layout residents once in two days and it is not sufficient. There are complaints of irregularities also. Water should be supplied by the CMC under e-tender process, they added.
Manjunath said unauthorised layouts are mushrooming in Kuda’s jurisdiction. The people, who are purchasing sites in these layouts are constructing buildings without getting permission from Kuda and CMC.
Kuda is incurring due to this development. The menace of unauthorised layouts should be stopped and basic facilities should not be provided to these layouts, he added. The Kuda chairman and the members agreed to his proposal.
Apology sought
According to rules, intimation letter, agenda and notes of the meeting should reach the members 15 days in advance. Due to lack of employees, Kuda could not send them to all the members on time, Venkatamuniyappa said and apologised for the mistake. He said such mistakes will be repeated in future.
Scotts Garments case
The controversy over Scotts Garments Private Limited Company building, owned by MLC Nazeer Ahmed, came up for discussion.
The meeting decided to take a decision after the final order of the court and the Railway Board’s report. The income and expenditure of the financial year 2014-15 and the decisions taken last year were discussed. The meeting approved the budget for the current year.
