Ranganath, speaking after releasing a diary of 2010 brought out by KAS Officers’ Association in Bangalore, said many erring officers go scot-free following delay in completing departmental inquiry. The delay would offer the offender a chance to commit serious offenses. He pointed out that there were many such cases in the Home Department.
The Chief Secretary was upset that the standard of administration in the State was below the required level. “Are we in a position to assure an applicant that he can collect the sanction letter on the 15th day,” he questioned.
There was a need for the officers to introspect if they had been making full use of their capacity to deliver the best for the state. The officer suggested reforms in administration is to help the public. The rules that the state had been following were 40 years old. It was the duty of the officers to suggest necessary changes in the rules.
Ranganath called upon the officers to hold inspection of their subordinate offices regularly. Only 20 per cent of the officers were conducting inspection of the subordinate offices, he said. However, the Chief Secretary did not forget to add that many KAS officer had been rendering valuable service.
