Addressing media in the city, the veteran Congress leader said the panel is imperative in the wake of progress review meeting by Chief Minister B S Yeddyurappa scheduled on April 19 in the city.
The panel should come out with pros and cons that could help achieve progress, with the intention that the said meeting should not end on a customary note.
Moreover, sufficient time should be given for preparation ahead of the meeting.
All the political parties should be taken into confidence, he added.
