The Mulbagal Town Municipal Council has 26 members, of which 15 are from the JD(S), four each from the Congress and the BJP and three are independent members. Eight members of the JD(S) were eligible for BCM(A).

Former president of the Town Municipal Council, Dr Rahamatullah Khan had been elected as a general candidate during the last elections. This time, however, everyone in the Council had expected till the final hour to find Khan as a BCM(A) candidate.

JD(S) member Mallikarjun had also submitted his nomination papers.
In a dramatic turnaround, however, Abdul Bashir applied for the post of president and Lakshmidevamma contested to become the vice-president. Since no other Council member submitted nominations, they were declared elected uncontested for the posts of the president and vice-president.
