The Karnataka government has decided to adopt the Telangana model of single, joint site inspection for granting construction permits to entrepreneurs, doing away with the age-old and time-consuming practice of multiple inspections.
Under the new initiative, various government agencies will conduct the site inspection jointly and generate reports pertaining to granting of permission. Besides, it will be mandatory for all the agencies concerned to upload the reports online within 48 hours of the inspection. The Commerce and Industries (C&I) Department is likely to issue an order in this regard in a week’s time.
Currently, multiple agencies conduct inspections as per their own schedules, making it a cumbersome and time-consuming process.
An entrepreneur has to obtain permission and no-objection certificates from more than a dozen government agencies such as local bodies, local urban development authorities, the Fire and Emergency Services Department, the Karnataka State Pollution Control Board, the Factories and Boilers Department and the Lake Development Authority. In some cases, obtaining permissions for construction would take a year’s time.
Additional Chief Secretary to the C&I department, K Ratna Prabha, said this was a major initiative towards ensuring ease of doing business.
The Karnataka Industrial Area Development Board will be appointed the nodal agency for single, joint inspection system. Joint Directors (JD) of C&I department at all districts will be the convener.
The department will start imparting training to the officials and implementation of the system will commence soon, she added.
Inspection on Wednesdays The department has decided that the joint inspections should be done every Wednesday. Soon after the KIADB allots a plot to an investor, it will be communicated to the JD of the district concerned within five days. The JD will, in turn, inform all the government agencies concerned whose permission is necessary for taking up the construction of an industry, and fix the date for inspection. The JD has to ensure that the joint, site inspection is completed within 10 days after informing the agencies concerned, official sources in the C&I department said.
Action for non-compliance The sources said the C&I department will conduct an enquiry and recommend to the government to take disciplinary action if an officer of any of the government agencies fails to turn up at the scheduled joint, site inspection without any valid reason. The JD will send a detailed report to the department head on inspections done every Wednesday, the sources added.
