Taking a step forward to motivate teaching and non-teaching staff, the committee has recommended to pay uniform and attractive remuneration to the evaluators. The committee observed that discrimination had resulted in inconsistent, irresponsible and erratic evaluation, as lesser qualified people undertake evaluation of large number of answer scripts and highly qualified teachers try to skip the valuation works or tend to evaluate less number of answer scripts.
To strengthen the semester scheme, the committee has recommended that there is an absolute need for bringing in improvement, rigor and rhythm into the evaluation process by recruiting required number of qualified teachers. To protect the identity of the examinees and examiners, the encrypted barcode system hides the identity of the student from not only the examiner but also the employees of the examination board.
Uniformity in examination systems by providing common parameters to award marks in internal assessment and external examination of the particular subject has also been
suggested.
The process of evaluation where the Board of Education (BOE) chairman will also be assigned the responsibility for both question paper setting and evaluation was recommended. Simultaneous conduct of examinations, valuation and declaration of results are to be implemented throughout the State.
The suggestion to form clusters of colleges to conduct examinations and valuation will be examined. The Committee has also recommended that only professors of universities and colleges can be appointed as registrars-evaluation.
Minister speaks
On receiving the report, Higher Education minister Aravind Limbavali, said the government would soon implement the recommendations after discussing the recommendations with education experts, Karnataka Knowledge Commission and vice chancellors of all universities in the State. The recommendation would be given wide publicity to receive responses from different quarters of society.
On the trifurcation of Bangalore University, the minister said the decision to do so was taken as per the recommendation of the University Grants Commission. The UGC had recommended bifurcation or trifurcation of universities located in metropolitan cities.
Asked whether the land presently used by Bangalore Turf Club would be allotted for the Central Bangalore University campus, he said, “I don’t know what plan the Chief Minister has in his mind about the land. Even if we don’t get BTC land we have enough space to run a University in the Central part of the city”, he added.
