H R Vishwanath, a city-based advocate and party in person has sought directions against Governor H R Bhardwaj for “not discharging his constitutional duties”. The petitioner had impleaded the Governor as the respondent and alleged him of being biased for not approving the Bill passed by the State Legislator recently.  "Instead of giving consent to the bill, the Governor has sown seeds of hatred among the two communities by telling that he had received a number of complaints from minority communities and not from majority communities regarding cow slaughter bill", the petitioner stated.

However, the Bench comprising Chief Justice J S Khehar and Justice A S Bopanna, gave a dressing down to the petitioner for making a political speech in the court, instead of pointing out the issue on legal framework.

The Bench has also instructed the petitioner to delete the name of Governor before the registry, if he wants to pursue the petition. “We do not like frivolous petitions and do not want a political speech. Prepare well before filing such petition,” the Bench said.
