Bengaluru: BJP MLC and former minister C T Ravi on Sunday released to the media copies of the complaint he had submitted to the National Human Rights Commission (NHRC), alleging police atrocities on him, during his arrest after he allegedly used a derogatory word against Minister Laxmi Hebbalkar

He charged that the police had abused their power by ‘kidnapping him, registering a fake FIR and falsely implicating him, besides attempting to kill him in a fake encounter’.

Claiming that his life was under threat, Ravi has requested NHRC to arrange for immediate additional security for him. 

In his 13-page complaint dated January 1, Ravi has levelled 20 different charges against the Belagavi police. 

He has named Belagavi city police commissioner Iada Martin Marbaniang, Belagavi Superintendent of Police Bhimashankar Guled and their subordinates of criminal misconduct, in breach of Article 194 of the Constitution, rules of the House, overstepping their jurisdiction by falsely registering an FIR, implicating him on charges of sexual harassment and intending to insult a woman by gesturing or uttering a word. 

In his complaint, he has also named DG&IGP Alok Mohan, Deputy Chief Minister D K Shivakumar, Laxmi Hebbalkar for ‘direct involvement in the episode’. 

He has named Chief Minister Siddaramaiah, Home Minister Dr G Parameswara, the chief secretary (Shalini Rajneesh) and the secretary to the home department, accusing them of negligence in preventing violence that occurred on the night of December 19.

“The entire episode is an act of licensed supari killers, to finish off by fake encounter,” the complaint says. 

He alleged that Iada Martin Marbaniang, Bhimashankar Guled and their subordinates played into the hands of goons in the ruling party, trespassing into privileged and protected premises, without the order of the Legislative Council chairman.

“The police kidnapped me like a cattle and tortured me like beasts and monsters, dumping the rule of law,” Ravi said.

He alleged that the police took him around to dangerous remote locations like a stone crusher unit, sugarcane fields in Khanapur, Nandagad, Kittur, Belawadi, Lokapur, Sankeshwar, Yadwad, Ankalgi, Mudhol, Belagavi, etc, covering 400-500 km, posing a threat of him being killed in a fake encounter. 

Ravi has appealed to NHRC that it should summon the home minister, chief secretary, home secretary, DG&IGP to seek clarifications from them, as to why they should not be held responsible for not taking precautions in handling the case.
