State govt staff to have two cadres

 A direct implication of the Karnataka Public Employment (Reservation in Appointment for Hyderabad-Karnataka Region) Order, 2013 is that all government departments will soon have two cadre of employees - State cadre and local cadre (read Hyderabad-Karnataka cadre).

There are 27 major departments and more than 60 field departments in the government.
Each department will now have to start mapping of all posts in its offices across the State for implementation of special status for Hyderabad-Karnataka region under Article 371 (J) of the constitution with regard to reservation in government employment.

The Department of Personnel and Administrative Reforms (DPAR) will soon come out with guidelines for the mapping process, sources in the State secretariat told Deccan Herald. It is only after this process is completed that fresh recruitment can be taken up, the sources said.

Public employment

Among others, Article 371 (J) of the constitution provides for quota in public employment for local population (either by birth or by domicile) for people from the six districts of  Gulbarga, Yadgir, Raichur, Bidar, Koppal and Bellary.

According to official sources each department will now have to identify employees from the Hyderabad-Karnataka region which in administrative parlance will be termed local cadre.

While an employee who has been born in the six districts automatically qualifies as a local cadre, those who have lived continuously for ten years in the region before the date of employment will also qualify as local cadre by virtue of domicile, the sources said.

These employees will be given the option of either choosing the local cadre that is a job in Hyderabad-Karnataka region or State cadre that is employment outside the region.
They can also opt to remain in their present place of employment, the sources added.
