Bengaluru: The Central Pollution Control Board (CPCB) has issued notices to 18 companies, including Reliance Industries Ltd and Indian Oil that produce raw materials for plastic manufacturing for failing to follow guidelines under plastic waste management rules.

As per extended producer responsibility plastic packaging guidelines issued in 2024 as part of amended Plastic Waste Management Rules, manufacturers of raw materials have been brought under EPR framework. 

All producers, importers, brand owners and plastic waste processors have to register with state pollution control boards/committees.

Plastic raw material producers and importers can sell to only those manufacturers registered with pollution control boards/committees.

The registration number of such producer or seller has to be mentioned on sale invoice. They have to submit quarterly report on sales.

The CPCB had issued a notice in April 2025 to all manufacturers of raw materials to submit complete application for registration on centralised EPR portal for plastic packaging with immediate effect, failing which necessary action shall be taken. It said action will be taken if reply isn't received in 15 days.
