Modi is visiting Kuwait at the invitation of Kuwaiti Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah.
The prime minister joined the Emir, the Crown Prince, and the Prime Minister of Kuwait in witnessing the grand opening ceremony.
The event also provided an opportunity for an informal interaction of the prime minister with the leadership of Kuwait, the Ministry of External Affairs said in a press release.
Kuwait was scheduled to play Oman in the opening game of the eight-team tournament.
Kuwait is hosting the biennial Arabian Gulf Cup with participation from eight countries, including GCC nations, Iraq, and Yemen.
Prime Minister Narendra Modi on Sunday held extensive talks with Kuwaiti Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah with a focus on imparting new momentum to India-Kuwait relations, especially in areas of trade, investment and energy.
Modi arrived here on Saturday on a two-day trip, the first to this Gulf nation by an Indian prime minister in 43 years.
The prime minister is also meeting Crown Prince Sheikh Sabah Al-Khalid Al-Sabah.
The talks are set to focus on shoring up ties in a range of key areas including defence and trade, officials said earlier.
The Order is awarded to Heads of State and foreign Sovereigns and to members of foreign royal families as a sign of friendship.
This is the 20th international honour for PM Modi.
"Excellent meeting with His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al Sabah," PM Modi wrote on X.
"We discussed cooperation in key sectors like pharmaceuticals, IT, FinTech, Infrastructure and security," he added.
"In line with the close ties between our nations, we have elevated our partnership to a strategic one and I am optimistic that our friendship will flourish even more in the times to come," Modi concluded.
"I am honoured to be conferred the Mubarak Al-Kabeer Order by His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al Sabah. I dedicate this honour to the people of India and to the strong friendship between India and Kuwait," Modi wrote in a post on X.
"Had a very good meeting with His Highness Sheikh Sabah Al-Khaled Al-Hamad Al-Mubarak Al-Sabah, the Crown Prince of Kuwait. The discussions covered ways to deepen economic and cultural linkages between our nations. We are extremely optimistic about the India-Kuwait Strategic Partnership scaling new heights of success in the times to come," Modi wrote in a post on X.
"Thank you Kuwait! This visit was historic and will greatly enhance our bilateral relations. I thank the Government and people of Kuwait for their warmth. I also thank the PM of Kuwait for the special gesture of coming to the airport for the see-off," Modi said in a post on X.
