On July 9, Jammu and Kashmir Chief Minister Omar Abdullah shared the photo of an official circular drafted by the Jammu and Kashmir National Conference (JKNC), highlighting something striking about it, and soon it caught the internet's attention.
What did it say? The circular stated that nobody was allowed to harasses any government employee in the district of Kishtwar.
While this might seem okay, let us tell you that it was only a portion of the entire write-up.
"All official of N C Kishtwar are informed that without the consent of District President N C Kishtwar no one is authorized to harass any Government Employees of District Kishtwar without any proof. Hope all officials are adhere to the circular," the now-viral circular read.

It further carried a correction on the last sentence., making it read, "Officials will adhere to the circular".
The document was interpreted online that one should require consent of the district President, Tanvir Ahmed Kichloo, to carry out harassment activities.
Omar Abdullah shared the post with a hilarious remark. "Who says we are an indisciplined party? We ensure our party rank & file don’t “harass government employees” without permission from our senior office bearers," he wrote while sharing the circular's photo on social media.
