The Election Commission's voters' list cleanup exercise, Special Intensive Revision (SIR), will commence in nine states and three union territories from November 4, 2025, Tuesday.
This is the second round of SIR to be conducted by the EC after Bihar. The state's final voter list with nearly 7.42 crore names was published on September 30.
EC while announcing the SIR in these states and union territories said that the cleaning up of the electoral roll in these said states and UTs will conclude on February 7, 2026, with the publication of the final electoral roll.
Here we take a look at the important dates and documents of the second phase of the SIR.
The 12 states and union territories where the second round of SIR will be conducted are:
Andaman and Nicobar Islands
Lakshadweep
Chhattisgarh
Goa
Gujarat
Kerala
Madhya Pradesh
Puducherry
Rajasthan
Tamil Nadu
Uttar Pradesh
West Bengal
Among these, Tamil Nadu, Puducherry, Kerala and West Bengal will go to polls in 2026.
SIR will begin on November 4, 2025 with the enumeration stage and continue till December 4.
The EC will release the draft electoral rolls on December 9, and the final electoral rolls will be published on February 7, 2026.
This time, the EC has included the voters' list of Bihar published after SIR (an extract of the electoral roll of Bihar SIR with reference to July 01, 2025), and Aadhaar card in the list of indicative documents people will have to submit in the 12 states and union territories.
These documents include:
Any identity card or pension payment order issued to a regular employee or pensioner of any central or state government or PSU.
Any identity card or certificate or document issued in India by the government/local authorities/banks/post office/LIC/PSUs prior to July 1, 1987.
Birth certificate issued by the competent authority
Passport
Matriculation or educational certificate issued by recognised boards or universities
Permanent residence certificate issued by the competent state authority
Forest right certificate
OBC/SC/ST or any caste certificate issued by the competent authority
In Assam, another state where polls are due in 2026, the revision of electoral rolls will be announced separately. According to EC, a Supreme Court-supervised exercise to verify citizenship is about to be concluded in Assam, and the state has separate provisions with regard to citizenship under the Citizenship Act.
