Mumbai terror attack accused Tahawwur Rana is likely to be brought to India in a special flight on Thursday after all hurdles for his extradition were removed by the US, people familiar with the matter said on Wednesday.
Rana, 64, a Canadian national of Pakistani origin, was lodged in the Metropolitan Detention Centre in Los Angeles.

On 26/11 accused Tahawwur Rana to be brought to India shortly, BJP leader C R Kesavan said, "This extradition is a milestone and monumental triumph for our Prime Minister's firm policy of zero tolerance against terrorism and India's enemies. This is also a standing testimony to PM Modi's unswerving and iron-willed resolve to bring to justice and punish those terrorists and enemies of India who threatened and dared to attack Indian territory and honour our Indian people... Back in 2008, when the attacks happened, the Congress government was weak, indecisive, and infirm and we saw how they trivialised the attack when it was happening..."
On extradition of 26/11 accused Tahawwur Rana from the US, Maharashtra Congress MLA Vijay Wadettiwar said, "Rana should be quickly brought to India and hanged. A person who attacked Mumbai and took so many lives should not be spared. This matter should not be politicised. BJP should not use Rana's name for votes in the upcoming elections... Had they managed to bring Dawood Ibrahim, it would have been a bigger achievement for BJP."
“It is a big achievement for our country because we were able to extradite a terrorist. This is a message to other terrorists that you will have to face justice in the nation where you did terror activities… One other issue on which we have to focus that Tahawwur Rana came to India so many times, how did he get the visa every time? We have to check if he has any ISI agent or supporter here?”
Tahawwur Rana, a key accused in the 2008 attacks, is being brought to India on a special flight after his last-ditch attempt to evade extradition failed as the US Supreme Court justices rejected his application.
Speaking to ANI, former DGP of J&K, SP Vaid said, "Tahawwur Rana being extradited to India is a huge achievement for the Indian government and agencies... This attack, carried out at the behest of Pakistan's ISI claimed the lives of 166 people. This is why it is very important to hold Tahawwur Rana accountable. Many links need to be joined. The investigation will conclude after interrogating him and ascertaining Hafiz Saeed's and Zaki-ur-Rehman Lakhvi's roles. He opened an agency in Mumbai to help David Coleman Headley. Many secrets will be exposed on how Pakistan's ISI carried out the whole thing and how he helped the Pakistan Army. Two majors of the Pak Army were handling the whole thing. Was this all happening without ISI having information about it? Was the ISI doing all this without the Army Chief having any information about it?..."
Congress leader Prithviraj Chavan told PTI, "It is a matter of happiness for the country. Efforts for extradition were going on for a long time and now we have received partial success. Mumbai Police inform the US about David Headley and Tahawwur Hussain Rana. They were residing in Canada as its citizens and were operating from there. Today, we are successful in extraditing one."
BJP MP Ashok Chavan, speaking to PTI, said, "It is definitely a victory for India that Tahawwur Hussain Rana is being extradited and deported to India. The 26/11 attacks are still fresh in the minds of people of India, particularly Mumbai. It was a terrorist attack sponsored by Pakistan... This is a big victory for India and a big victory on diplomatic levels as well as the legal side. It has been handled very well due to the strategies of PM Modi..."
Israeli Ambassador to India Reuven Azar, in a video message, said, "We are encouraged to hear about the extradition to India of one of the perpetrators of the terrible and horrendous terrorist attacks that happened in Mumbai on 26th November 2008 which took the lives of more than 170 innocent civilians, including Israelis. I would like to thank the Government of India for its persistence in bringing the terrorists to justice."
On 26/11 Mumbai terror attacks accused Tahawwur Rana's extradition to India, Former Israeli Ambassador to India, Mark Sofer told ANI, "...I have nothing but praise for the Indian authorities, the Indian government, for not giving up, for chasing the terrorists, more than 17 years down the line and for bringing them to justice... Almost 200 people or so that were massacred by the Lashkar-e-Tayyiba (LT) in 2008, they deserved justice. The families deserve justice. It was a trauma for Israel, but above all, it was a trauma for India...It sends a strong message to terrorists anywhere that we will never give up, that India will never give up. You will be held responsible for the attack...We worked very closely then with the Indian authorities in trying to save the lives of the hostages...It was a four or five-day horror that we all went through...Today is in many ways a historic or momentous occasion in the fact that people are being brought to trial and being extradited to India for the crimes that they committed even 17, 18 years ago"
Lieutenant Colonel Sundeep Sen, former NSG officer who led action against 26/11 terrorists, speaking on extradition of Tahawwur Hussain Rana to India from the US, said, "As far as India is concerned, what happened on 26/11 was an action carried out by lower level operators like Kasab and others... Major Tahawwur Hussain Rana, retired medical officer of Pakistan Army, was actually the person who was operating the sleeper cell in Canada through which Headley was recruited. He is very much a part of the operation and knows a lot about the nitty-gritty of the entire operation, people who are involved and still behind the curtains... Him coming back to India is very important."
New Delhi Bar Association on Thursday assured a fair and transparent trial, without any disturbance, against 26/11 Mumbai attack accused Tahawwur Hussain Rana.
The bar association assured no disruption in the law and order situation within the complex or interference in the judicial proceedings during Rana's production in the court.
"Our bar association will ensure there isn't any disruption of law and order within the complex or disturbance in the judicial proceedings as we are cautious of the seriousness and gravity of the case," New Delhi Bar Association secretary Tarun Rana said.
Rana said the issue was "directly involved with the integrity of our country" and added, "Hence as the office bearers of New Delhi Bar Association, our executive committee is committed to ensure fair and transparent proceedings, abiding the law of our country."

On 26/11 Mumbai attacks accused Tahawwur Rana's extradition to India, BJP MLA Ram Kadam told ANI, "It is a proud moment for each and every citizen of this country and it's a great diplomatic win under the Leadership of PM Narendra Modi...If there is a political will, then everything is possible, and because of that, we are able to bring him back. Why did the Congress government not bring him back?... This is justice to those families who were massacred in the Mumbai attack..."
On 26/11 Mumbai attacks accused Tahawwur Rana's extradition to India, former diplomat KP Fabian told ANI, "Better late than never. But we should also have a clear idea of what we want to get out of this. In my view, the foremost purpose should be to get as much as information and intelligence on how it was plotted, how it was carried out and who all were involved and even in India, there were people who innocently or otherwise cooperated...So, we should get to know facts as in-depth as possible. Coming to retribution, it is not unimportant, but it is less important. Thirdly, we should handle things in such a way that in the future, if there is a case which we may need extradition, no one should be able to say that we did not treat this person correctly. So, these are the things. So, we have to be careful about retribution, urge to seek retribution..."
New Delhi: Delhi's Jawaharlal Nehru (JLN) Metro Station's gate number 2 has been closed and public movement around the area has been restricted as part of precautionary measures due to the expected arrival of key accused in the 2008 Mumbai terror attacks Tahawwur Hussain Rana at the NIA headquarters here once he lands in India on Thursday.
Rana is being brought to India on a special flight after the US Supreme Court rejected his final appeal against extradition.
A Delhi Metro Rail Corporation (DMRC) spokesperson said, "Gate No. 2 of the JLN Metro Station, the one closest to the NIA building, will remain closed as a precaution."
The gate will remain closed till further orders from the Delhi Police, he also said.
However, metro train services will continue as usual and all other entry and exit points at the station will remain open for commuters, the spokesperson added.

Mumbai: A former police officer, whose team had caught terrorist Ajmal Kasab during the 2008 Mumbai terror attacks, on Thursday said all the accused involved in the conspiracy of the 26/11 case should be tried by courts in India and given capital punishment.
Talking to PTI, retired officer Hemant Bavdhankar congratulated the National Investigation Agency (NIA) on the successful extradition of Tahawwur Hussain Rana, one of the key conspirators of the 26/11 attacks, to India.
"Not only me, but all the Indians have a feeling that the accused involved in the 26/11 terror attacks should get capital punishment after a trial in India," he said.
"If we are able to punish all the accused persons who were involved in the Mumbai terror attacks conspiracy, our martyrs and innocent citizens who were killed or injured in the attack, will get justice. This is what I feel," Bavdhankar said.

On 26/11 Mumbai attacks accused Tahawwur Rana's extradition to India and BJP's statement on Congress, Samajwadi Party MP Dimple Yadav told reporters, "It is a good thing that he is being brought back. I hope that strictest action will be taken him...if we see history, then they (BJP) have also let go of many terrorists. Such things shouldn't be dug out. This is a matter related to the country, and it will be better if we don't play politics over it"
In a press release, NIA said, "The National Investigation Agency (NIA) on Thursday successfully secured the extradition of Tahawwur Hussain Rana, the mastermind of the deadly 26/11 Mumbai terror attacks, after years of sustained and concerted efforts to bring the key conspirator behind the 2008 mayhem to justice.
Rana was being held in judicial custody in the US pursuant to proceedings initiated under the India-US Extradition Treaty for his extradition. The extradition finally came through after Rana exhausted all legal avenues to stay the move.
The District Court for the Central District of California had ordered his extradition on 16th May 2023. Rana then filed multiple litigations in the Ninth Circuit Court of Appeals, all of which were rejected. He subsequently filed a petition for a writ of certiorari, two habeas petitions, and an emergency application before the US Supreme Court, which were also denied. The extradition proceedings were initiated between the two countries after India eventually secured a surrender warrant for the wanted terrorist from the US government.
With the active assistance of USDoJ, the US Sky Marshal, NIA worked closely with other Indian intelligence agencies, NSG through the entire extradition process, which also saw India’s Ministry of External Affairs and Ministry of Home Affairs coordinating with the other relevant authorities in the United States to take the matter to its successful conclusion.
Rana is accused of conspiring with David Coleman Headley @ Daood Gilani, and operatives of designated terrorist organisations Lashkar-e-Taiba (LeT) and Harkat-ul-Jihadi Islami (HUJI) along with other Pakistan-based co-conspirators, to carry out the devastating terror attacks in Mumbai in 2008. A total of 166 persons were killed and over 238 injured in the deadly attacks.
Both LeT and HUJI have been declared as terrorist organisations by the Government of India under the Unlawful Activities (Prevention) Act, 1967."
In a post on X, Maharashtra Deputy CM Eknath Shinde wrote, "Tahawwur Rana, the mastermind of the biggest terrorist attack on the country, 26/11, was brought to India. For this, I wholeheartedly congratulate the Prime Minister of the country @narendramodi. About a month ago, there was a discussion between Prime Minister Modiji and the US President @realDonaldTrump. According to that, America transferred the biggest criminal of the country to India. I also congratulate India's Foreign Minister @DrSJaishankar for this. There is no doubt that Tahawwur Rana, responsible for the attack on the world's largest democracy, will get severe punishment."
New Delhi: Ahead of the production of 26/11 Mumbai attacks alleged mastermind Tahawwur Hussain Rana before Patiala House courts in the national capital, Delhi Police removed mediapersons and members of the public from the court premises, citing security concerns.
While asking the mediapersons to leave, police said it was ensuring that the court premises was fully vacant.
Meanwhile, senior advocate Dayan Krishnan and special public prosecutor Narender Mann who are representing the National Investigation Agency reached the court premises.
The lawyers, however, refused to comment.
Police authorities cited “security and safety concerns” for restricting people's access to the court complex, and said "no one would be permitted inside".
Rana, a close associate of 26/11 main conspirator David Coleman Headley alias Daood Gilani, a US citizen, is learnt to be on his way to India after the US Supreme Court on April 4 dismissed his review plea against his extradition to India.
New Delhi: Security has been stepped up outside Delhi's Patiala House Court where Mumbai terror attack accused Tahawwur Rana is likely to be produced on Thursday following his extradition from the US, an official said.
Deputy Commissioner of Police (New Delhi) Devesh Mahla along with the local police was present at the spot to ensure that necessary security arrangements are present at the court where Rana will be produced, he said.
Personnel from paramilitary forces and CISF have been deployed outside the court and a thorough physical frisking and checking of visitors is being carried out to avoid any untoward incident, he added.
Three Delhi Police PCR vans and interceptors are also present outside the Palam Airport, where the flight bringing the terror attack accused is expected to land, a senior police officer said.
The Delhi Traffic Police is also ensuring that the route from the airport to the court is decongested.
An NIA judge is expected to hear the matter.
Meanwhile, Tihar Jail officials said all preparations have been made to lodge Rana in a high-security prison ward and they were waiting for court orders.
The National Investigation Agency (NIA) on Thursday evening formally arrested Tahawwur Hussain Rana, the key conspirator in the deadly 26/11 Mumbai terror attacks, immediately after his arrival at IGIA, New Delhi, following his successful extradition from the United States.
Rana was escorted to New Delhi by teams of NSG and NIA, comprising senior officials, on a special plane from Los Angeles, US. The NIA investigation team at the airport arrested Rana, a Canadian national of Pakistani origin living primarily in Chicago (US), soon after he emerged from the airplane, after completing all the necessary legal formalities.
The United States on Wednesday extradited Rana, a Canadian citizen and a native of Pakistan, to stand trial in India on 10 criminal charges stemming from his alleged role in the 2008 terrorist attacks in Mumbai, a Justice Department spokesperson said.
