The woman had boarded the passenger bus from Bilaspur Chowk at NH-8 for Gurgaon on Thursday afternoon, they said.
While all other passengers deboarded at IFFCO Chowk, the conductor prevented her from alighting. The duo then took the bus to a secluded place where they raped her.
The driver, Pradeep (28), has been arrested while the conductor, Krishan, is absconding, the police said.
