The president met the National Anti-terrorism Committee in Vladikavkaz, in North Ossetia, where he said terrorism and extremism in the North Caucasus could only be resolved through social development, job creation, and by supporting education.

"Who wants to change must have a chance to do it. Who wants bloodshed will drown in blood," Xinhua quoted Medvedev as saying.

Medvedev did not exclude the possibility of foreign forces to be behind terrorist acts in Russia.

"I am not going to point at any country but a number of states have something to do with terrorism," he said.

A terrorist attack at the Russian capital's Domodedovo airport killed 35 people and injured up to 180 Jan 24. A suicide bomber detonated an explosive device in the arrival zone at the airport's international terminal.
