<p>The Institute of Chartered Accountants of India (ICAI) has issued a new circular after removing the controversial point, wherein, it cautioned its members (chartered accountants) against writing negatively about demonetisation.<br /><br /></p>.<p>“The members are also advised not to share or write any negative personal views by way of an article or interview on any platform regarding demonetisation,” the circular titled ‘Demonetisation Policy announced by Government of India- An Advisory for Members’ said. The advisory has been percieved as curbing freedom of expression.<br /><br />“It happened in a hurry. We did not go through this statement in the advisory, before putting it on the website. My team was under the presumption that as part of the Ministry of Corporate Affairs, this needs to be added. But we can’t curb the freedom of the members,” Devaraja Reddy, President ICAI told DH. <br /><br />“In this backdrop, it has been decided that an advisory be issued to the members cautioning them to watch the national interest as the upper most while advising their clients,” the circular said.<br /><br />“The ICAI in its quick efforts to discourage and condemn such alleged misconduct by some of its members, is acting in the best proactive manner. So far, six cases have come to the notice of ICAI. Under the provisions of its robust disciplinary mechanism, ICAI has issued notices to its four members calling upon them to submit their written statement under The Chartered Accountants (Procedure of Investigations of Professional and Other Misconduct and Conduct of Cases) Rules, 2007 framed thereunder,” the circular added.</p>
