As part of its commitment to fulfil the demands of the Road Transport Corporation (RTC) workers who staged a protest in December, authorities have relaxed rules penalising conductors who fail to issue tickets to passengers.
According to the 'Not Issued Not Collected' (NINC) rule, conductors could be issued a show-cause notice if ticket inspectors find passengers travelling without a valid ticket or pass and the violation could also be noted in their service book affecting the careers of the conductors.
Conductors said it would be hard for them to check every passenger when the bus gets crowded, besides accusing inspectors of harassment and extortion.
The BMTC has now issued a new order sparing conductors of disciplinary action for the first three NINC violations in a year in which one passenger is found without a valid ticket or the total value of the ticket is less than Rs 15.
The relaxation applies to buses found to be carrying passengers more than their seating capacity.
Conductors, however, will face action for the fourth violation in a year.
