Civil contractors can't participate in garbage collection tenders

As per the latest norms, only firms with experience in the collection and disposal of municipal solid waste qualify for the tenders

The Bangalore Solid Waste Management Ltd (BSWML), which was keen on allowing civil contractors to participate in the tenders for the collection and transportation of solid waste, has dropped the provision in the revised tender conditions.

As per the latest norms, only firms with experience in the collection and disposal of municipal solid waste qualify for the tenders.

Last month, the board invited tenders for all 243 wards by dividing the work into 89 packages. Each successful bidder will be responsible for the collection and transportation of waste in two to three wards.

Payment parameters

The board has also said that the payment will be done based on two parameters.

While 60% of the payment will be made upfront every month on the basis of the vehicles and drivers deployed, the remaining 40% will be paid after assessing the operational performance, which includes segregated waste delivered at designated locations.

The BSWML has, however, made procurement of new vehicles mandatory for all bidders. This is likely to jack up the project cost. There was a demand that the BSWML consider allowing vehicles that are less than five years old in the contract norms.
