Take criminal action against litterbugs: HC

The Karnataka High Court directed the state government and the BBMP (Bruhat Bengaluru Mahanagara Palike) to initiate criminal action against those who throw garbage in places cleaned by pourakarmikas.

The court issued the directions after senior counsel D N Nanjunda Reddy, representing the BBMP, pointed out that even after identified black spots were cleaned of garbage and beautified by the pourakarmikas by putting rangolis, such places were littered again and rangolis disfigured by some persons.

In response to this, the advocate general and senior counsel submitted that they will intensify efforts and ensure that the provisions relating to offences and penalties for such defaults are sternly applied. The BBMP further submitted that some people found to be throwing garbage have been identified and fined.

The court stated that it expects the BBMP to continue with cleaning garbage in the city and work towards ensuring optimum levels of daily maintenance and cleanliness.

The court also stated that it expects the garbage issue to be discussed in the meeting of the coordination committee headed by the chief secretary. Suggestions can also be placed before the said committee.

The BBMP further submitted that it will file a specific affidavit detailing the steps taken with regard to removal of garbage.

One Mahesh Reddy also attempted to intervene during the court hearing, citing non-consideration of his representation regarding suggestions and concerns pertaining to garbage by the authorities concerned. The court observed in its order that it does not permit indiscriminate intervention in the matter, but if there are suggestions, the same can be made in the office of the BBMP Commissioner for consideration.

The court adjourned the hearing of the case to December 15.

DH report finds mention

The BBMP counsel made a reference to a DH report on citizens dumping garbage on beautified garbage spots, published on November 5. The reference was made to point out the challenges faced by the BBMP while clearing the black spots in the city.
