Survey on scheduled castes families faces several hitch

This was the inference made at the review meeting on the progress of the Commission’s survey programme in the State. Justice Sadashiva chaired a divisional-level review meeting of five districts - Mysore, Hassan, Chamarajanagar, Mandya and Madikeri at the Zilla Panchayat hall here. He asked the Deputy Commissioners’ and other senior officials to put the survey work on fast track as the Commission was left with little time to finish its task. The authorities should file a progress report before November 30 as the Commission has to prepare estimates for the upcoming budget for the allocation of grants.

As soon as the meeting began, Justice Sadashiva expressed his displeasure over slow progress of the survey work in the region. In Bidar and Gulbara division, the authorities have been able to complete majority of the task despite hectic administrative work schedules. They have done exceptionally well and beyond expectations and asked the progress card of every district.

Deputy Commissioner of Mysore Harsh Gupta said the enumeration work was in progress sin the district. There are confusions regarding several sub-castes who are claiming the SC tag. “We have asked for certain clarifications from Government on how to go to about it”.

A MCC official said the civic body was finding it difficulty in roping in enumerators for the survey work. The staff of the MCC were busy with the Dasara programme that got over recently. Another official said teachers are either not interested or preoccupied with some other departmental works for which the survey work was in snail’s pace.

In reply, Sadashiva clearly told the officials to include all 101 sub - castes listed in the Commission’s directive for the survey. If anyone claim that his caste(not under list) belonged to SC ask them to produce the caste certificate.

An officer from Kushalanagar said that Kembatti, a sub-caste claimed SC tag. Sadashiva said inclusion of additional sub-castes was the sole authority of the Government. The officials can ask such groups to file an appeal with the Commission and the Government, he said.

He asked the officials to first make a list of houses in a city, town or panchayat limits and then mark the houses where SC families lived.

The officials from all taluks and Hassan, Mandya and Chamarajanagar districts also said that the survey work was under progress. Secretary of the Commission Shyam Bhat, Regional Commissioner V Jayanthi, Deputy Commissioner of Hassan Naveen Raj Singh, Mysore ZP CEO Sathyavathy, Madikeri ZP CEO A B Ibrahim, CMC commissioners from all four towns outside Mysore others were present.
