'Guv should appoint VC with Govt concurrence'

“As per the Karnataka State Universities Act 2000, the appointment should be made in concurrence with the Government. I have only pointed this out to the Governor in my letters. The UGC norms in this regard are outdated,” the Minister said.

Acharya had recently written to Governor H R Bhardwaj expressing displeasure over his decision to appoint B H Walikar as the Karnataka University (Dharwad) VC without the concurrence of the Government.

The Governor, on his part, has taken exception to Acharya’s statements and written to Chief Minister B S Yeddyurappa in this regard. Bhardwaj has also asked the Chief Minister to amend the Karnataka State Universities Act, 2000 in line with the UGC norms.

As per the Act, the Government has powers to appoint the Chairperson of the search committee to select the VC. The panel should recommend three names out of which one will become VC.

The Governor should appoint the VC in concurrence with the government. The parameters for selection are merit, equity and social justice. But under the UGC norms, though the parameters are same the Governor can make the selection from the panel of names without the consent of the government.
