<p>The State Cabinet on Thursday gave the go-ahead to enact legislation to govern these universities and take them away from the ambit of the Karnataka State Universities Act, 2000. The Karnataka State Innovative Universities Bill, 2010, will be placed before the next session of the State Legislature, Primary and Secondary Education Minister Vishweshwara Hegde Kageri told reporters after the Cabinet meeting.<br /><br />Under the Bill, the two universities will have a new system of governance. The position of chancellor, vice-chancellor, registrar and syndicate will be done away with. They will be governed by two Directors (similar to VCs) –– one for dealing with research and post-graduate education and the other for handling affiliated and autonomous colleges. The Bill has been drafted based on the recommendations made by the Karnataka Knowledge Commission.<br /><br />Regularisation<br /><br />The Cabinet gave in-principle approval to regularise the services of 3,746 teaching and non-teaching staff of JOCs working on contract basis in the State. The process of regularisation of service will begin shortly. They will be absorbed into various departments, Kageri said.</p>
