High Court summons vet varsity registrar

“Without framing rules, running regular courses and awarding degrees is illegal,” he observed while hearing a case of admission to the Karnataka Veterinary, Animal and Fisheries Sciences University, and directed the Registrar of the university to appear before him in person.

Petitioner Aftab Yellapur, a resident of R T Nagar, had sought admission to the university for the Bachelor of Veterinary Sciences programme. After giving him admission, the university cancelled it on the grounds that his income for livelihood did not come from agriculture. The institution, which reserves 28.3 per cent of its seats for those from the agricultural background, stated that Yellapur’s father was a KSRTC employee and hence the petitioner did not qualify for a seat.

The advocate for the petitioner argued that the university had not framed the rules though the University Act had come into force in 2004 and there were no grounds for cancelling the admission.

The advocate for the university had earlier submitted that the rules had been sent to the State government about two years ago, but it had not accorded approval. The judge directed the registrar to appear in the court on December 6 to explain the failure to enact rules to the Act.
