Rules bent to favour officers in CMO

N Tejas Kumar, lecturer in a PU college, has been on special duty in the Chief Ministers office. His services have been merged with the Revenue Department and he has been posted as tahsildar (grade 2).

The services of A Lokesh, deputy director with the department of Industries and Commerce has been merged with Accounts Department and he is now deputy controller in the new department.

Similarly, Sudhir, assistant engineer in Karnataka Power Corporation, has been appointed assistant executive engineer in BWSSB. The postings are against the rules. The previous secretary of Revenue Department, G S Narayanaswamy had opposed absorption of Tejas Kumar into the Revenue Department.

He had placed on record his opinion that such a move would prompt many more officers to seek similar favours. The Revenue Minister, G Karunakara Reddy endorsed Narayanaswamy’s opinion, according to records with Deccan Herald.

According to records, despite the adverse reports, the Chief Minister directed that Tejas Kumar’s services  be merged with the Revenue Department as per the rule 17 of Karnataka Civil Services (Direct Recruitment 1977). He justified the move on the ground that the pay-scale of both the PU lecturer and tahsildar (grade 2) was same.
