Lokayukta files statement on Sampangi case in HC

Farooq, whose complaint helped the Lokayukta trap the disqualified KGF legislator red-handed while accepting bribe, submitted that he was receiving threat calls from Sampangi and despite repeated requests, he was not provided security by either the State police or the Lokayukta police.

In the statement, Deputy Superintendent of Police (DySP), Karnataka Lokayukta, City division, H S Manjunath, stated that following a letter dated August 10, 2010, the Lokayukta had written to the Superintendent of Police. The DySP said since the matter pertained to the jurisdiction of the local police, the Lokayukta had written to the SP, Kolar, to initiate action. The latter has written to the KGF Superintendent of Police.

In the petition, Farooq challenged Speaker K G Bopaiah’s order which gave a clean chit to Sampangi on March 1, 2010, in spite of him getting caught red-handed while accepting a bribe of Rs five lakh. The Speaker’s orders were based on the report submitted by a seven-member committee, which suggested that the bribery charge be treated as a “closed matter”.

Sampangi’s counsel submitted that the charges against the MLA be dropped as the Speaker is the superior authority in the Legislative Assembly.

Farooq also submitted that the MLA had violated bail conditions as he had been pressuring witnesses to change their statements.

“Despite several complaints, the police have failed to respond. Applications seeking cancellation of his bail by the Lokayukta has also not been considered,” he said in his plea.
He said harassment by Sampangi was so unbearable that he had “made a representation to the President of India, seeking permission for euthanasia for my family members and myself.”

The matter being heard by Judge M Shantanagoudar has been adjourned.

Feasibility report

The High Court has directed the State Government to file a report on the feasibility of upgrading roads or preventing the movement of vehicles along villages connecting sand-mining leased areas.

Hearing a petition by Ganapathy, Nagaraj and others who had sought repair of the roads connecting sand-mining lease areas at Hosapatna near Honnavara in Uttara Kannada district, the Division Bench directed the Department of Mines and Geology, the Public Works Department and the Zilla Panchayat to submit a report within four weeks.

The petitioners have submitted that sand-laden trucks were damaging the roads.
