Subba Reddy had filed a Public Interest Ligiation stating that the area was congested rendering crossing the road, a virtually impossible task. The heavy traffic on the K G road obstructed all pedestrian movement making it very difficult to enter the City Civil Court and other offices situated in the area, the petitioner contended. He requested an underpass or a skywalk to facilitate easy movement of pedestrians. The Palike contended that it requires the permission of the government for such a construction. A Division Bench headed by Chief Justice J S Khehar directed the BBMP to seek the permission by Jan 31, 2011. If the BBMP received permission by then, the Court directed them to finish the construction by March 31.
