Govt plans layout for slum dwellers

The State government plans to provide title deeds to slum dwellers who have built their shanties on private lands.

A mechanism will be also formulated to pay compensation to private property owners in the form of Transferable Development Rights (TDR).

 Home Minister and Bangalore in-charge Minister R Ashoka said the government, in the last financial year, had given title deeds to 14,000 slum dwellers and was looking at a target of 10,000 this year.

He was speaking to reporters on the sidelines of the title deed distribution ceremony at his Jayanagar government bungalow on Saturday.

As many as 100 people living in A K Nagar under Yediyur ward were given title deeds.
“After getting the ‘Hakku Patra’, these slum dwellers become owners of the properties.
They can obtain loans from any nationalised bank to construct houses,” said Ashoka.

He said issuing title deeds to those living on the Gomala land owned by the government will not be difficult, whereas a mechanism needs to be devised to pay compensation to owners of private land which have the slum dwellers’ shanties.

He brushed aside the fear that issuing title deeds would lead to the ghettoisation of the City in future.

The government will not allow encroachment of lakes, parks, playgrounds or any other civic amenity sites.

Only those slums which are over four decades old will be recognised, he clarified.

“All our slums are surveyed and the government has a list of the slum dwellers. We will build multi-storey houses for them with the help of the BDA under the 22.75 per cent scheme, or any other Union government-funded scheme,” said Ashoka.

“If the slum dwellers agree, we will shift them for the time being, and a layout with all civic amenities will be formed on the same land for them,” he added.
