Treat kidnap of minor girls seriously

HC directs police; Bidari suggests amendment of Police Manual

The High Court on Thursday directed the City Police to treat the case of minor girl’s kidnap seriously and on a priority basis.

“We have young girls at home. We can understand how it will be if they do not return home. Moreover, today’s teenagers are more intelligent and you need to catch up with them. Treat the matter separately and put some elite policemen for tracing them,” observed a division bench comprising Justice N Kumar and Justice K N Keshavanarayana, while hearing a habeas corpus petition. The bench said that delay in cracking the case might have serious ramifications.

City Police Commissioner Shankar Bidari, who appeared before the court filed an affidavit seeking to amend the Police Manual to effectively deal with missing cases. He suggested that the amendment is necessary to treat kidnapping as a heinous crime. “If it is done so, the case will be probed by the officers of the rank of inspector and the report will be sent to Director General and Inspector General of Police (DG & IGP) by Assistant Commissioner of Police, concerned, periodically. Superintendent of Police will be keeping track of the investigation,” he said.

The bench questioned the negligence of the officers in dealing with the matter and wanted to know how the people can have faith in the police. Bidari said his department had initiated action against the sub-inspector for dereliction of duty.

“Kidnapping cases have decreased by 60 percent when compared to the last five years.

Since the City’s boundaries are expanding fast, handful of police personnel are finding it difficult to manage,” he said. The petition was disposed of.
