Last date to file papers is July 29


“There are casual vacancies in the State Legislative Assemblies of Tamil Nadu, West Bengal, Uttar Pradesh, Karnataka, and Meghalaya which need to be filled up early,” an EC statement said here.

“After taking into consideration various factors like requirement of Forces, festivities, position of electoral rolls, etc., the Election Commission has decided to hold byelection to fill up the vacancies,” it said.

While notification would be issued on July 22, the last date of filing nominations would be 29th of this month.

Nominations would be scrutinised on July 30 and the last date for withdrawal of nominations would be August one.

Counting would be on August 21 and the poll process would be complete by 23rd of the next month. The statement also mentioned that in Karnataka the present Assembly has been constituted on the basis of new delimitation order. 

The Commission would also use EVMs in these byelection in all the polling stations.
Adequate numbers of EVMs have been made available and all steps have been taken to ensure that the poll is conducted smoothly with the help of these machines.

In consonance with the past practice, the Commission has decided that the voter’s identification shall be mandatory in the aforementioned byelection at the time of poll.

“In order to ensure that no voter is deprived of his/her franchise, if his/her name figures in the Electoral Rolls, separate instructions will be issued to allow additional documents for identification of voters at the time of poll in these byelection,” EC said. The model code of conduct should come into effect immediately.
