<p>The drawbacks in implementing the scheme to its full capacity were discussed at a public consultation organised by Civic Bangalore, a non-governmental organisation, here on Friday.<br /><br />The implementing body, which is the BBMP in Bangalore, has underutilised funds and has so far registered only about 1.5 lakh BPL beneficiaries, while the current estimates say that there are around 28 lakh BPL families living in various slums in Bangalore.<br /><br />Joint Director of the Directorate of Municipal Administration, Jayanthi, said that while all major cities and towns in the State had done well in implementing the scheme, the BBMP had not been able to conduct a survey for identifying BPL beneficiaries and implementing the scheme.<br /><br />In 2009-10, the Centre allocated nearly Rs nine crore in its budget for the scheme, and released Rs 6.65 crore. But only 15 per cent of the amount was utilised by BBMP. In 2010-11, Rs 3.72 crore was released and again only 20 per cent of the amount was spent till December 2010.</p>.<p>Deputy Commissioner Purushotham called upon citizens to create a platform to help BBMP in reaching out to the urban poor, since the Palike was in the process of conducting a survey to identify BPL beneficiaries. One of the major drawbacks of the scheme, he said, was that it had not been campaigned well. The scheme helps the urban poor to start their own business by providing micro finance and subsidies.”<br /><br /></p>
