Karnataka to introduce tough anti-terror provisions

Karnataka on Friday said it will promulgate an ordinance to bring acts of terrorism under the ambit of Karnataka Control of Organised Crimes Act (KCOCA) which will be made more stringent with provisions for maximum sentence of death penalty and allowing detention of an accused for a year to effectively tackle the menace.

The state cabinet decided to bring amendments to KCOCA by promulgating an ordinance since the legislature was not in session, Minister for Rural Development and Panchayat Raj Shobha Karandlaje told reporters here.

Acts of terrorism would be brought under the ambit of KCOCA, which was framed on the lines of the tough Maharashtra Control of Organised Crimes Act, under the proposed amendments.

Making certain provisions more stringent, the meeting chaired by Chief Minister B S Yeddyurappa decided to add five more clauses, including enhancing penalty limit to offenders from Rs one lakh to Rs five lakh and attachment of properties of those booked under the act.

The government decided that the maximum punishment that could be awarded for various offences will include life imprisonment or death. Shobha said the current act does not specify the quantum of punishment.

The existing 180-day time limit stipulated for filing of chargesheet and completion of enquiry against the arrested person has been enhanced to 365 days.
