Check misuse of funds under MGNREGS, RDPR dept tells ZPs

The letter from the Principal Secretary, dated March 29, 2011, states that Gram Panchayats should not make any payment for the works done under the Scheme in the month of March, 2011, till all the works undertaken during the month is verified by the team of Taluk and District level officials. The team will have to look into all the Nominal Muster Roll (NMR), bills of the equipment and commodities used for the project and other documents and hold site visits. The letter states that on checking the Monitoring Information System (MIS) of the website it was found that the Panchayats are implementing works far more than that mentioned in the Labour Budget approved by the ZP for March, 2011, thereby raising several questions on the  implementation of the scheme.

Hence the Principal Secretary pointing at the need for scrutinising the job cards and to ensure implementation of works as per demand, has directed the ZP CEOs across the State to see to it that a team of taluk and district level officials inspect the site and check the MIS, NMR, bills etc. Once the works are supervised, the CEOs can make a proposal for funds.

Speaking to Deccan Herald, ZP CEO P Shivshankar said that in the district, the records show that works worth crores of rupees were done in just one month, thereby raising suspicion on the way the scheme is being implemented. “We are forming the team and checklist mentioning the criteria for inspection,” the CEO said adding that they are looking at the issue from two angles.

“If the works have not been started at all but yet the data entries have been done, then it is undoubtedly a clear case of misuse of funds. We will secondly ascertain if there are contractors working behind the scene,” he said.

As per those who have been looking at MGNREGS from close quarters, the ZP has not ensured transparancy in execution of work at all. The NREGA makes installation of information boards outside GP offices and at MGNREGS work sites mandatory.

“How many such information boards have been spotted so far?” ask the MGNREGS watch dogs. They say that if these boards are put up, one need not look into records to get details of works being done. Unfortunately, the officials are not willing to implement it for obvious reasons.
