The non-plan expenditure in the previous year (‘08- ‘09) was Rs 17,638.88 crore, which is 32.33 per cent of the total consolidated fund.

Answering a question by JD(S) member H C Neeravari in the Legislative Council, the CM said compared to the non-plan expenditure in the previous years 2007-08 (28.95 pc) and 2006-07 (31.53 pc), there was an increase in 2008-09. Listing out the reasons for the increase, the CM said the government spent Rs 1,500 crore towards arrears of government employees and additional Rs 300 crore towards revised pay-scale for pensioners.

The government released an additional Rs 600 crore to local bodies and Rs 270 crore towards interest of the State’s borrowings. The CM said the government would make all efforts to bring down the non-plan expenditure below 30 per cent of the consolidated fund.
