BMRCL made to sweat for NOC

With the State government being one of the stakeholders in the project, a team from the Fire and Emergency Services department visited Singapore and New Delhi to study the safety measures and prescribed that the measures in Bangalore be that of international standards.

Sources in the Bangalore Metro Rail Corporation Limited (BMRCL), said: “We have been in constant touch with the department and have been following all their advice. Although most of the guidelines are in line with the Life Safety of National Building Code of India 2005, the department has also studied other metros before making recommendations.”
Speaking to Deccan Herald, Fire and Emergency Services Deputy Director B K Hamppagol said: “We have written to the BMRCL detailing the kind of safety requirements they need to have in place in order to obtain an NOC.”

Among other things, he said, it is prescribed that all horizontal openings on each floor have fire resistant material sealing them to prevent passage of smoke and fire, and that a minimum of two internal hydrants be provided on each platform so that there is access to the hose-pipe.

Adequate storage
It has also been prescribed that each of the stations have adequate water storage facility and the BMRCL has tied up with the Bangalore Water Supply and Sewage Board (BWSSB) to supply additional water in case of a fire emergency.

According to the prescribed rules, it is mandatory for buildings with commercial developments to have a storage capacity of 1 lakh litres of water and those without commercial developments should be equipped with a storage capacity of 50,000 litres.
Sources in BMRCL said a standard operating procedure in case of fire will be displayed in prominent areas of the stations besides being distributed to permanent occupants at the stations.

Hamppagol, while stating that there has been complete compliance by the BMRCL, however, said: “After they write to us seeking a clearance, we will inspect the stations again before giving them the NOC.”
