CID faces HC ire in KPSC case

During the hearing of a petition by B Raghu, Khaleel Ahmed, Suresh Kumar and 60 others, all of them candidates seeking a probe into the alleged irregularities, the division bench headed by Chief Justice J S Khehar directed CID to clarify why a Deputy Superintendent of Police (DySP) had been entrusted with the probe when the High Court direction was that the case be probed by an officer of the rank of DIG.

The Court was also unhappy with the CID for not seeking advice of Single Judge Justice Ajit Gunjal in the investigation.

The Court was upset when B A Padmanayan, Deputy Inspector General of Police,
CID made a submission that DySP Shankarappa would head the probe and he would monitor it.

The Bench said: “You never sought any advice from Single Judge, while there was a direction to submit report every fortnight to the Judge and seek his advice in the investigation. How can you suggest an investigation by a DySP by showing disrespect to the court?”

The court said: “I think we will give it to CBI. We are trying  to retain the case in the State, but you are not working properly. We don’t trust you.”

“Next time, we will not entrust any public work to you.  What confidence do you create in society? You limited the probe so that we were forced to start from the beginning. Are you in connivance with the other side? Tardy investigation is made to help those involved in this,” the bench added.

The court sought the reasons for appointing a DySP as investigation office.
