<p>“The government will continue to run the National AIDS Control Programme (NACP) with or without external funding,” said union Health Minister Ghulam Nabi Azad indicating that the Rs 11,500 crore budget allocated for the third phase of NACP would be substantially higher than the fourth phase, which would be rolled out from 2012. <br /><br />Noteworthy, a week back, the Global Fund to Fight AIDS, TB and Malaria cancelled its 11 round of funding due to lack of support from wealthy donor countries, which is expected to hit the HIV programmes in India and other parts of the world. <br /><br />The Global Fund is currently in its most dire financial crisis ever since its creation 10 years ago, because of poor response from donor countries.<br /><br />However, it will now provide for a ‘transitional funding mechanism,’ whereby countries known to be facing a disruption of programmes for HIV, TB and malaria before 2013 will be offered a chance to apply for funding to cover their most essential needs.</p>
