Task force to implement third finance panel report


Kodgi, who was also the Chairman of the Third Finance Commission, will now recommend to the Government on ways to implement the report. The Commission in its report highlighted the issue of non-utilisation of funds by the urban local bodies (ULBs) in Karnataka. The ULBs, the report said, have not been able to spend even 50 per cent of their revenue.

For instance, the average per capita income of city corporations was Rs 1,198 in the year 2006-07. But the ULBs had been able to spend a mere Rs 502 per person in that year.
It is a similar case with city municipal councils, town municipal councils and town panchayats in the State. The report attributed the non-utilisation of funds to the lack of technical staff in the ULBs. To address this, the Finance Commission has recommended the Government to provide technical staff to the ULBs.
