Rights: Guarantee of services in city from April 2

Fine of Rs 20 to be paid by the official for delay in providing service

Encouraged by the success under the Karnataka Civil Services Guarantee Act 2011, wherein the public can be sure of their problems would be attended in a prescribed time frame, the government will now implement the same in all districts of Karnataka and in Mysore it will be available from April 2, said additional deputy commissioner Naga Nayak.

Addressing media persons here on Monday, he said, the proud and ambitious scheme of Karnataka government saw the experimentation being implemented in four districts of the state and thus now will be introduced to ensure services of government to reach common man. The main motto of launching the project is to assure services to weaker and illiterate section of society. 

Total of 151 services of various sections of 11 departments including urban development department, transport department, food and civil supplies department, education department, health and family welfare department, rural development and panchayat raj, finance department, women and child welfare department and others will be made available for public, he added.

“If any official or worker of any department fails to provide any service to public, they will be fined Rs 20 per day. He has to pay it to the applicant, whose work is delayed. This is to make sure that file or case is not detained in government offices for a long time. There will be no chance for any official to give false reasons and hold back services,” Naga Nayak added.

He said, in previous years there were policies to protect interests of public, but there was no fine imposed on official who does fails to accommodate the applicant. But under the Karnataka Civil Services Guarantee Act 2011, providing relief of Rs 20 is a new rule.

“Designated officers cannot neglect the fine and continue to delay more cases, if they are found to have detained more than seven applications, according to the rule, officials will be interrogated. And on the other hand, appreciation certificate will be given to those workers who complete the work within scheduled time, which will help them in future,” Nayak said.

Every stage of cases will be computerised and stored, having error free information and follow ups, to avoid mistakes and false claims by anyone. Public can complain of any problem related to delay of services to deputy commissioner who is president of district coordination committee, he said.

Tahsildar Manjunath Swamy, additional superintendent of police R Anand, assistant director of food and civil supplies department Mahadev Nayak, Prakash Gejje and other officials were present.
