ZP tables ` 65.98 cr budget

This years allocation is 36 per cent more than last year

Zilla Panchayat Chief Shantheyanda Ravi Kushalappa tabled a budget of Rs 65.98 crore, for Zilla Panchayat, Taluk Panchayats and the Gram Panchayats of the district, on Thursday.

The budget this year has made additional allocation of Rs 17.58 crore, which is 36 per cent more than last year’s budgetary allocation. The President said that this was possible only because of Assembly Speaker K G Bopaiah and MLA Appachu Ranjan.

However, out of the entire allocation, Rs 40.23 crore will be contributed by the State and Rs 25.75 crore will be provided by the Center.

Education, health, agriculture, rural roads, drinking water, horticulture, dairy farming and other priority sectors have been given greater emphasis in the budget. A sum of Rs 34.75 crore will be provided for Zilla Panchayat programmes, Rs 18.95 crore for Taluk Panchayats and Rs 12.28 crore for Gram Panchayats. 

Education Department has been given Rs 1227.38 lakh for 2012-13, which is 35.57 per cent more than last year. Health department too has been given adequate allocations. A sum of Rs 30 lakh has been earmarked for maintenance of buildings of the health department, Rs five lakhs for repair of equipment in the hospitals, Rs five lakh for new ambulance facility, Rs 1.01 crore for providing subsidy to institutions functioning under Karuna Trust. Horticulture has been given Rs 12.85 crore. Last year, the allocation was Rs 7.92 crore. 

Since apiculture has great scope in the district Rs 15 lakh has been earmarked for the same. Another Rs 11.40 lakh has been earmarked for development of palm cultivation.As per the District Rural Road Development Project there is 4,764 km road, of which 1,898 km is surfaced road, 1,333 km is grit road and 1,533 km is mud road. 

A sum of Rs 2.80 crore has been earmarked for the development of these roads under the CM’s Rural Road Development Project. The funds will be utilised as per the guidelines.With regard to drinking water, a sum of Rs 43 lakh has been earmarked. 

A sum of Rs 1.07 crore has been earmarked for SC/ST educational and economic progress under Social Welfare Department. A sum of Rs 66 lakh has been earmarked under special unit project. 

Caste slur case

Congress member Venkatesh said that Zilla Panchayat Vice-President H M Cauvery is facing caste slur. This evoked stiff opposition from ruling party members as they said that the issue should not be raised in a special meet held for tabling the budget.Ruling party members said that since it is an internal issue of the party, it will be sorted out within the party. 

ZP Chief Ravi Kushalappa put an end to the issue by upholding the opinion of the ruling party members that the meet should discuss only about budget. However, Cauvery who was present at the meet remained silent through out the altercation.

Against environmentalists

The Zilla Panchayat members condemned the environmentalists during the special budget meet held on Thursday. They said that environmentalists in the district were making false allegations against the elected representatives of the district.

Zill Panchayat Chief said that though adequate funds are being released from Center as well as State, the environmentalists are posing impediments for utilisation of the funds.
