Govt returns BBMP report on fake bill scam

The State government has reportedly snubbed the Bruhat Bangalore Mahanagara Palike (BBMP) for its shoddy probe report on the multibillion fake bill scam in its 25 divisions.

The report of the Palike’s Technical Vigilance Cell under Commissioner was to be submitted to the Karnataka High Court before September 5. The High Court had ordered a detailed investigation into the financial irregularities in the BBMP following a series of public interest litigations (PIL) seeking a Central Bureau of Investigation probe. However, it could not be submitted on time because of many shortcomings in the report, said sources.

No annexures

Highly placed sources in the Palike said the BBMP submitted the report to the government recently without annexures to substantiate certain findings. The report superficially mentioned the findings, which the probe team, headed by three chief engineers S Somashekar, Ananthaswamy and B V Sathish, called ‘random checking’.

Instead of providing annexures to the main report, the team gave a huge bunch of documents as ‘evidence’ of the scam, said the sources. The Urban Development Department (UDD) of the State government retained the main investigation report while it sent back the ‘supportive documents’ to the BBMP saying they had not been annexed anywhere.

As the report is in Kannada, the UDD asked the BBMP to prepare an English version of it for the convenience of the judges hearing the matter, the sources said.
