24x7 control room for women in distress

Draft bill to make law against sexual assault stringent

The city government on Thursday announced its decision to set up a round-the-clock control room for women in distress.

Chief minister Sheila Dikshit said her government will also get a draft bill prepared on making law against sexual harassment and assault preventive and deterent readied.

“We have decided to set up a 24x7 control room for women in distress in next 10 days at Delhi secretariat. A dedicated phone number will also be announced soon,” said Dikshit.

“We have also requested additional solicitor general Indira Jaisingh to prepare a draft bill to make the law against sexual harassment and assault more stringent so that it acts as a deterrent,” she said.

She had held a meeting on Wednesday on safety of women with state police chief, women groups, lawyers, government agencies and other stakeholders.

They suggested slew of measures such as self-defence training, increase in PCR vans, improvement in conviction rate and deployment of women staff in police stations.

Hoping the new initiative will go a long way in containing sexual assault cases in future, she said all stakeholders will be consulted before finalising the draft law. 

Delhi Commission for Women (DCW) will act as the nodal agency for launching a strong campaign on safeguarding dignity and safety of women.

“The DCW will utilise all feasible and appropriate modes of media to inculcate awareness among all sections of the society. Citizen groups, RWAs, corporate houses and mahila panchayats will also be involved in the campaign,” she added.

The NSS will also be roped in at the university level for the purpose. District administration’s help will also taken to sensitise the stakeholders, she said. 

Chief minister also stressed the need to publicise police protocol which means step by step procedure adopted by cops in registering FIR and investigation. “The protocol will also be made available on the government website apart from the offices of the district administration,” she said.
