<p>With the Urban Property Ownership Records (UPOR) project stabilising in the four cities of Mysore, Shimoga, Hubli-Dharwad and Mangalore, the State government is working towards putting in place necessary infrastructure for online sharing of data across various stakeholders.<br /><br />UPOR is touted as the ultimate document that establishes ownership of a property. The plan is to electronically link the offices of the sub-registrars, corporations and municipalities, courts, and the Department of Survey, Settlement and Land Records (SSLR). Once the network is in place, detailed record of the properties can be obtained online by entering the UPOR number, explained SSLR Commissioner V Ponnuraj.<br /><br />The move, among others, will end any uncertainty for prospective buyers about the ownership of the property they intend to buy. “It will also help in owner identification of property. One can give the UPOR number and establish one’s ownership. There is no need to carry any documents. Courts will be able to dispose of property-related cases much faster as they will have a reliable source of ownership,” he said.<br /><br /> The networking plan follows the mapping of 2.9 lakh properties in Mysore, 79,000 in Shimoga, 1.4 lakh in Hubli-Dharwad and 7,500 in Mangalore during the last two years.<br />At the same time, UPOR is all set to be launched in 50 wards in the Bruhat Bangalore Mahanagara Palike (BBMP) limits in mid-February. The Bangalore launch will mark the start of a one-and-half year exercise that will involve mapping of more than four lakh properties, both government and private, probing their ownership records and generating ownership titles.<br /><br />“It is a huge exercise and we are gearing up for it. The bidding process for the service providers, who will survey the properties, is on. The commercial bids will be opened on February 8 and orders issued within fifteen days,” SSLR Deputy Director and project coordinator K V Rudresha said.<br /><br />Come March, property owners in these 50 wards will receive notices that their properties would be surveyed and mapped. Modern survey technology, including Differential Global Positional System (DGPS) and Electronic Total Station (ETS), would be used to accurately record both spatial and non-spatial data about a building or a site.<br /><br />Ponnuraj said the 50 wards selected are a mix of both old and new areas and a combination of simple and complex property structures (see box). The project envisages to cover all the 198 BBMP wards with an estimated 18 lakh properties in a phased manner over the coming year, he said. <br /><br />Following the mapping, property owners can submit the property documents for verification. “It will be a three-way verification process done with documents available with the sub-registrars’ office, the results obtained by the mapping done by the service providers and also documents provided by the property owners,” Rudresha said.<br /><br />The Property Registration (PR) card will be issued once the ownership is proved and authenticated for a nominal fee. The PR card will serve as legal ownership document for urban properties. At present, there is no proper ownership record for any property in the State. Sale deeds maintained by sub-registrars' offices are merely a document to prove sale transaction. Khata maintained by local bodies are records kept for tax collection, Rudresha said.<br /><br />He said the PR card will have six A4-size sheets that will have the map of the property, its GPS co-ordinates, history of previous ownership, mutation of property records in case of sale and partition among others. A one-page summary sheet will also be provided on demand.<br /><br />The PR card is required for proving the ownership of the property. This card would be required for any future transactions of the property in the office of sub-registrar. It would also be required for taking loan from the banks.
