'School heads, teachers must look after security'

After Mangolpuri rape, panel gives safety advice

 An inquiry committee submitted an interim report on the Mangolpuri rape incident on Tuesday, but remained silent on fixing responsibility for omission and commission of duty related to incident.

The panel, which was constituted by North Delhi Municipal Corporation commissioner P K Gupta, seeks to fix greater accountability with the principals and teachers of primary schools run by the corporation for the safety of students.

While the final report will be submitted later, the interim report submitted by additional commissioner Pawan Sharma suggested a slew of measures to ensure safety of children in schools.

“Principals and teaching staff have to be made more accountable and sensitive in supervision of students’ security while present in the school premises. Class teachers shall be accountable for the safety and security of students of their respective classes during the recess,” the report said.

“Under no circumstances any child will be allowed to leave the school premises without the approval of the principal and the child’s custody shall be properly handed over to the parents,” the report added.

The committee was set up to suggest measures for strengthening security in schools apart from fixing responsibility of people who were responsible for checking the alleged sexual assault on the seven-year-old girl.

Gupta said each school would have attendants and guards who will man the main entrance during the school hours.

“All other gates (except the main gate) should be kept closed and their keys should be readily available in the school premises with principal for any emergency.
The process to procure and install CCTV cameras at vulnerable points should get expedited on an urgent basis,” Gupta said.

The report also recommended that the staff that delivers mid-day meals should be properly verified by the local police stations and their details along with their photographs be kept at the principal’s office.

“A register shall be maintained at the entry gates wherein details such as phone numbers and addresses of the visitors will be entered,” the report said.
