Delhi Police file chargesheet in Nachiketa case

Nachiketa Kapur, who gained employment with 2010 Delhi Commonwealth Games Organising Committee on the basis of a forged Delhi University certificate, has turned out to be a class 9 dropout, police said on Friday.

Investigation was taken up in July, 2012 after it was found that a BA certificate submitted by Nachiketa was fake.

“Nachiketa is actually a class 9 dropout from a reputed school in the Capital. He misrepresented fact that he was a graduate in order to obtain high profile government jobs,” said Ravindra Singh Yadav, additional commissioner of police (crime and railways).

Probe also revealed that Nachiketa, a resident of Gangaram Hospital Marg near Rajinder Nagar, also furnished the forged BA degree, mentioning 1994 as the passing year, with the passport authorities to obtain Emigration Check Not Required (ECNR) status.

Police have now chargesheeted the 42-year-old, who was deputy director general (protocol and media relations) with 2010 Delhi Commonwealth Games Organising Committee and part of a team that went to London for Queens Baton Relay.
Nachiketa worked as director (protocol) from July 23, 2009, to February 1, 2010, and then got promoted to the rank of deputy director general (protocol and media relations) and worked till April 30, 2010.

Stint with ministry

Nachiketa had also worked with National Security Council Secretariat, ministry of tourism, and ministry of women and child development on basis of forged certificates.
Nachiketa joined NSCS as a researcher in December, 2004 claiming to be a graduate from Indira Gandhi National Open University.

He had not submitted any document in support of his claims, and verifications made from IGNOU revealed that he was not enrolled in any course.

Investigation made with the tourism ministry revealed that Nachiketa was appointed as officer on special duty, where he worked from June, 2005 to January, 2006.

He later got himself appointed as OSD in the women and child development ministry.
At the time of appointment, Nachiketa claimed to be a graduate from DU.
Later, the appointments committee of the Cabinet barred Nachiketa from holding any post of sensitive nature.

He, however, managed to dupe the CWG secretariat in order to get himself appointed as director (protocol).

Nachiketa claimed to be a graduate and submitted a photocopy of a forged BA degree.
He also managed to get himself promoted to the post of deputy director general (protocol and media relations).

“It is also interesting to note that an attempt was made by Nachiketa to subvert an earlier enquiry by getting a bogus reply from Delhi University that the degree was genuine. It was only during the crime branch enquiry that police learnt about the reply from DU was also fake,” Yadav added.

Nachiketa was appointed by organising committee chief Suresh Kalmadi. His name also figured in a WikiLeaks cable which stated that he had showed an embassy official a chest full of currency kept to buy support of MPs during the July, 2008 trust vote for the UPA .
