Observers said though Harsh Vardhan has ruled out unethical practices or “horse trading”, but on paper, another option to form the government is that of the BJP engineering a split in either the Congress or in the AAP.<br /><br />“One-third of the MLAs of the two parties should break away from their parent outfit and form a new political party and support the BJP in the House or they can merge with the BJP legislature party,” the former official added.</p>
