High Court directs govt to allot Ashraya sites to beneficiaries

709 among 781 beneficiaries identified are physically challenged

The High Court of Karnataka on Friday directed the State government to allot sites to 781 beneficiaries identified for the Ashraya Scheme in Anekal Taluk, Bangalore Urban district.

In 2007, the government had identified 781 beneficiaries under the scheme of whom 709 were physically challenged and eight were from Department of Sainik Welfare and Resettlement. They were to be allotted sites on 31.15-acre of land in Anekal taluk, Bangalore Urban district.

S M Rajkumar, a beneficiary filed a public interest litigation since there was no response from the authorities concerned on allotment of sites. The government counsel submitted that they were not sure how many beneficiaries were alive. The Court, however, directed the government to intimate all the beneficiaries and allot sites to those who respond.

Amenities at PHC

The High Court came down heavily on the State government for not filing its reply to the PIL seeking directions to provide basic amenities at primary health centre in Bhagamandala, Kodagu district.

“If the government takes one year to file its reply to the petition, how much time will take to implement court orders?” a division bench headed by Chief Justice D H Waghela observed. The court said that it was regretful that the government did not care to file objections to the PIL.The government counsel apologised to the bench and said statement of objections will be filed in two weeks. The bench directed the principal secretary to Health department to appear before the court on next date of hearing.

Cauvery Janma Bhoomi Trust had filed a PIL alleging that the State government had not deputed any lady doctors at the PHC in Bhagamandala for the past 30 years. It had contended that people have to travel for more than 100 km - to Mysore or Mangalore - to avail medical facilities.
