Eligibility, validity certificates must for jobs under H-K quota

Govt brings out guidelines on reservation for candidates from 6 districts

Giving clarity on how to claim reservation under the Hyderabad-Karnataka quota, the State government has brought guidelines on issuing eligibility certificates to job aspirants from the region which comprises Bidar, Gulbarga, Raichur, Koppal, Yadgir and Bellary districts. 

Till now, there was no clarity about the manner in which reservation could be claimed as, in the absence of specific guidelines, applicants were not able to get any eligibility certificates affirming their domicile status. 

In a relief to the beneficiaries, the government on January 7 issued a draft of the Karnataka Public Employment (Reservation in Appointment for Hyderabad-Karnataka Region) (Issue of Eligibility Certificates) Rules, 2013. This followed the Karnataka Public Employment (Reservation in Appointment for Hyderabad-Karnataka Region) (Issue of Eligibility Certificates) Order, 2013. 

As per the order, candidates from the region would enjoy up to reservation 75 per cent in Group ‘A’ Junior Scale, 75 per cent in Group ‘B’, 80 per cent in Group ‘C’ and 85 per cent in Group ‘D’, besides eight per cent in State government posts in other regions. Students from the region will also get reservation in educational institutions. 

Now, according to the rules, an applicant claiming reservation as a local has to obtain eligibility and validity certificates. Eligibility certificate can be procured based on birth, residence and study certificates, among a list of seven types of certificates. 

The certificate can be issued by the assistant commissioner of a revenue sub-division. If a person (or either of their parents) has resided or studied in more than one district in the region, the district in which they have lived longest will be mentioned in the eligibility certificate. 

The rules also prescribe a validity certificate before issuing the job appointment order. The deputy commissioner of the district will be the competent authority to issue a certificate. As per what has been defined in the rules, validity certificate means a “certificate of validity of an eligibility certificate”. The H-K Special Cell has invited objections on the same within 15 days of notifying the draft. Officials said the actual notification was likely to be finalised in the first week of February after taking into account any objections raised on the draft. 

K L Lokanatha, joint secretary of the cell, said a circular about the draft rules had been sent to the heads of all departments. 

‘Cumbersome process’ 

An official in the Centralised Admission Cell said the process could be altered a bit, as the present format was cumbersome. Reaching the assistant commissioner level would take time. “As of now, obtaining certificates from tahsildars itself is difficult. Just imagine, at the village level, it has to go up the hierarchy from the village officials. It will take a lot of time, especially when every one starts applying at the same time.” 

Students would also have to produce the same eligibility certificates for claiming seat reservation under the quota.
